Julia Noel, CPM, ARM, CAPS
Co-Founder and Managing Director
With over 35 years of experience in property management, Julia has overseen more than 80,000 multifamily units across 16 states. She is an expert in repositioning distressed and mismanaged assets, consistently delivering strong results for owners and investors through strategic leadership, operational excellence, and team development. Julia has led over $1 billion in property renovations and has held executive roles, including Senior Vice President at one of the largest privately held owner-operated companies in Georgia, Miles Properties Inc., where she managed a 30,000 unit portfolio across 11 states. Her role included overseeing large-scale renovations, re-tenanting, and value creation, as well as guiding the company through a major market downturn by facilitating a seamless portfolio transition following acquisition. Her career included collaborations with major lenders such as Arbor Realty Trust, where she acted as an Asset Manager overseeing 3,000+ units and managing third-party transitions, managing and collaborating on 20,000+ units of Fannie Mae REO properties across the United States. Julia's operational leadership spans everything from REO portfolios and major rehabs to company startups, where she established HR systems, policies, and full operating procedures from the ground up. Known for her hands-on, results-driven approach, Julia has a proven record of increasing NOI, reducing expenses, and elevating team performance. She began her career leasing apartments and has since built a comprehensive, ground-up understanding of every facet of property management. She holds a Florida Real Estate License, is a Notary Public, and is a Certified Property Manager (CPM) and Accredited Residential Manager (ARM) through the Institute of Real Estate Management.
Joe Rubin, CCIM, MSRE
Co-Founder and Managing Director
Joe Rubin is Co-Founder and Managing Director of Encore Property Management, bringing deep expertise in property management, asset management, acquisitions and dispositions across the multifamily sector. He has asset managed more than 7,000 units and implemented capex projects exceeding $100 million. Joe previously oversaw a portfolio of Fannie Mae REO assets, giving him a broad and nuanced understanding of value optimization across non-performing assets. His hands-on, results-driven approach focuses on enhancing operational performance, maximizing asset value, and executing efficient, scalable management strategies. Prior to launching Encore, Joe served as Director of Acquisitions for American Landmark Apartments, one of the fastest-growing multifamily owners in the nation, where he played a pivotal role in closing over $2.5 billion in transactions. His career spans brokerage, asset management, and dispositions, and he has worked across multiple sub-sectors including LIHTC, Section 8, seniors housing, and conventional multifamily communities, ranging in size from 8 to 950 units. Throughout his career, Joe has been involved in the acquisition and oversight of more than 25,000 apartment units across the Southeastern United States. Joe holds both a Master of Science in Real Estate and a Bachelor of Science in Business Management from the University of Florida. He is a licensed real estate broker in Florida and holds the prestigious CCIM (Certified Commercial Investment Member) designation.
